As part of its continuing efforts to contribute to an enabling policy platform and technical capacity to support the implementation of replicable and successful adaptation measures in the region, the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and The Oscar M. Lopez Center for Climate Change Adaptation and Disaster Risk Management Foundation Inc. (The OML Center) have once again combined their expertise to jointly publish this book on Policy Enabling Environment for Climate Change Adaptation:…
This volume provides relevant information on the Philippine climate change policy response strategy in agriculture, with focus on local implementation of climate change policies. Specifically, it describes the local institutional setting for climate change policy implementation in agriculture, the dynamics by which climate change policies in agriculture are translated into meaningful actions and desired changes, and the bottlenecks to effective climate change policy implementation in agriculture at the local level. This volume highlights the exploratory case study on climate change…
This publication features relevant information on climate change mitigation policies, particularly those pertinent to the Philippine agriculture sector. This would also be an important entry point for further policy research or deeper investigation of the translation of national climate change policies into ordinances and enabling mechanisms at the local level.
This paper highlights the results of a year-long research, which looked at the food security potentials of agroforestry systems in selected upland communities in the provinces of Nueva Vizcaya, Benguet, and Quezon in the Philippines. It characterized the different agroforestry models and systems practiced by the smallholder farmers and assessed their current state in terms of social, economic, and environmental dimensions. Data gathered through transect mapping and farm visits revealed that majority of smallholder farmers in the research sites practiced…
This study analyzed the factors that influence the adoption of rice and corn insurance and the extent of GAP adoption as a resiliency measure to climate change. Specifically, the study investigated GAP technologies related to pest and disease resilience in rice and corn production, determined the extent of awareness of farmers about these technologies, and analyzed uptake patterns and the determinants of the degree of GAP adoption. The relationship between rice and corn insurance and GAP was also assessed. A probit…
In the Philippines, about 70 percent of the population lives in rural areas and majority are small farmers whose livelihood depends on agriculture. The agriculture sector provides food for the Filipinos and contributes a major portion to export earnings; however, owing to the country’s geographic location, the sector faces various hazards that make agricultural insurance both urgent and indispensable. The Philippines is situated in the Pacific Ring of Fire and along the typhoon belt of the Western North Pacific Basin,…
The Policy Roundtable was jointly organized by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), the Philippine Rice Research Institute of the Department of Agriculture, and the Philippine Crop Insurance Corporation, with the support of the University of Hohenheim's Food Security Center. As part of SEARCA's policy roundtable series on various topics in agricultural and rural development, the 12th Policy Roundtable session was developed in order to achieve the following objectives: To share knowledge and…
For this particular volume, due attention is given to climate change adaptation, mitigation, and resiliency because of its negative effects on the agricultural sector. Under SEARCA’s Tenth Five-Year Plan focused on Inclusive and Sustainable Agricultural and Rural Development (ISARD), climate change is flagged as a priority concern as it hinders the sector’s ability to provide food for a growing population that continues to struggle with poverty and hunger. Contents: Vulnerability Assessment of Rice Farming Provinces to Climate Change in the…
Climate change is a major global concern that greatly affects people, including their source of living. In 2010, the Asian Development Bank reported that Vietnam is one of the five countries most severely affected by climate change. About 70 percent of the country's total population lives along coastal areas and in islands. This study aimed to (1) evaluate the impacts of climate change on aquaculture in Phu Vang district (Thua Thien Hue province, Vietnam), and (2) develop a climate change adaptation model for aquaculture. Data on impact…
