SEARCA, ADB conduct mainstreaming workshops for LGUs for Davao Oriental, Camarines Sur, and Lower Marikina River Basin

The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) led Training-Workshops on Mainstreaming of the Local Climate Change Action Plan (LCCAP) in the Comprehensive Land Use Plans (CLUPs) and/or Comprehensive Development Plans (CDPs) of the local government units (LGUs) in the Lower Marikina River Basin, province of Camarines Sur, and province of Davao Oriental, Philippines.

The training-workshop for Davao Oriental was held on 7-9 February 2017at the Grand Regal Hotel in Davao City; the Camarines leg was conducted on 24-25 February 2017 at the Regent Hotel in Naga City; while the Lower Marikina River Basin was held at the SEARCA Guest House in Los Baños, Laguna on 17-18 January 2017.

Each offering of the learning event comprised four workshops, namely: Assessment of the Structure and Contents of CLUP (CDP); Mainstreaming in CLUP Planning Steps 1-4 (CDP Chapters 1-4); and Action Planning for Continuing Mainstreaming Exercise back-to-office. The LGUs presented their outputs during the last day of the training-workshop.

Dr. Candido Cabrido, Jr., National Climate Change Adaptation and Disaster Risk Management Specialist and Team Leader, headed the three training-workshop with his lecture on the Simplified Mainstreaming Guidelines.

Davao Oriental Workshop

Dr. Paulo Pasicolan (Capacity Building Specialist, Dr. Emilia Mendoza (Gender Specialist), Dr. Nicomedes Briones (Vulnerability and Impact Assessment Specialist - Agriculture), Dr. Honorato Palis (Vulnerability and Impact Assessment Specialist - Coastal), Ms. Teresita Pascual (Vulnerability and Impact Assessment Specialist - Water), and Dr. Esteban Godilano (GIS Specialist) served as resource persons during the workshop.

Ms. Imelda Batangantang discussed the administrative and financial matters for the implementation of the pilot projects of the three LGUs.

Camarines Sur Workshop

The Naga workshop was attended by LGU officials from Naga, San Fernando, and Milaor. Dr. Paulo Pasicolan, National Climate Change Capacity Building Specialist, served as the moderator of the event. Ms. Teresita Pascual, Water Resources Vulnerability Assessment and Impact Assessment Specialist, led the business meeting with the LGUs. The meeting focused on the Status of the Pilot Project Implementation per LGU.

Prof. Maria Emilinda Mendoza, Gender Mainstreaming Specialist, served as the moderator of the workshop. The other consultants present in the event were Dr. Juan Pulhin, International Climate Change Adaptation and Disaster Risk Reduction Specialist; Dr. Teodoro Villanueva, National Climate Change Adaptation Deputy Team Leader and Forestry Vulnerability and Impacts Assessment Specialist; and Dr. Paulo Pasicolan, National Climate Change Capacity Building Specialist.

Dr. Lope B. Santos III, SEARCA Program Specialist and Officer-in-Charge, Project Development and Technical Services, led the business meeting with the LGUs. The meeting focused on the status of the pilot project implementation by each LGU.
