SEARCA’s Climate Change Adaptation and Mitigation (CChAM) Framework for Agriculture and Natural Resource Management in Southeast Asia aims to contribute to an enabled environment for rural poverty reduction and food security via built capacities and institutions that ensure climate change resiliency in agricultural production and sustainable natural resource management in Southeast Asia.

Background

Climate change is a global challenge and a serious threat that requires urgent responses from all sectors. Its potential and threatening effects on both humans and the environment make it an even more important concern. While such silent climate event has yet to create national consciousness and sensitivity, its effects are now being felt particularly in the agriculture sector.  Global warming or rise in temperature, believed to cause greater frequency of occurrences of the El Niño or La Niña phenomena, has greatly affected crop, livestock, and fishery production. Urgent responses, therefore, should be undertaken in order to effectively address the imminent  negative effects of climate change.

The Philippine Government has already issued policies and has taken series of measures for the mitigation of and adaptation to global climate change.  However, the actions identified/taken so far are restricted by economic and technological capacity. The country’s success in implementing these measures depends, to a great extent, on political will; community response; and the availability of funding support for R&D, training and extension.
